Scanning the list of Gnome Screensaver bugs, I discovered that Bug #117482 is apparently a duplicate of this bug. The users commenting on it are reporting exactly the same symptoms as this bug exhibits. They are also using the ATI Rage 128 video card. So it's the same problem, with the same hardware, Ubuntu version, and software.
