Understood that it's not a valid jpeg, but I don't think completely
crapping out is the right response from Gimp. Ideally it would say "this
does not look like a valid JPEG, but here it is anyway". The KDE apps
(gwenview, konqueror, etc) all open it silently, which is perhaps
correct given their use cases.

It was sourced from a google image search, and saved by firefox. The
file name is jpg online. (If you search images.google.com for "rubber
chicken" you should find it and be able to reproduce the issue.)
