If I understand the situation correctly, there are actually two bugs
here:
1. CPU frequency selection requires root or suid privileges (this is bug
#23768)
2. The documentation fails to mention that the menu will not be
available in this situation.
Should there be an independent bug report for the second issue, or could
the current bug be split away from #23768, which it is currently marked
as a duplicate of?
