Public bug reported: Binary package hint: evince
There is no usable keyboard shortcut for "open document" in evince (in Gutsy and previous Ubuntu versions). "Alt-F4" is currently set to open document, but the result (unless you change your window manager's default shortcuts) is to close the window, not to create an open document dialog. Nearly every other graphical application in the past decade has used "Ctrl-O" to open a document. Evince should follow the same rule instead of having a non-functioning shortcut.
