I have CompizConfig installed. I found how to change it in the settings in CompizConfig.
The preference option has the number of work space options available if CompizConfig is un-installed. (Just tested) The number of work space option disappears when CompizConfig is installed. So I would have to say it has something to do with the install of CompizConfig. This is kind of a bug and kind of not a bug. Just confusing to the end user when they are use to going to the work space preferences when adding or removing the quantity of work spaces.
