after reviewing this bug, it appears that it was fixed in Edgy. I'm using Gutsy, and still it is opening the wrong date.
The command evolution calendar:///?startdate=$(date +"%Y%m%dT%H%M%SZ") opens Evolution with the correct date. My locale (LANG) is en_US.UTF-8 My timezone is America/New York (Eastern).
