It's perhaps not a common problem for a power user with a single monitor, but a beginner will often open several instances of a program without realizing it, and they're the ones usually bringing up help. I reported this because this happened with my mom. I kept showing her how useful help was, but half the time it wouldn't load up for her. It took a while to realize that multiple instances of the program being open was the problem.
Additionally, if one has a dual monitor or large single monitor setup, one might want to read emails in one instance of the program, and input dates or to-dos on the other. If one one has a question for help while doing this, one's out of luck. It's not even so much that the limitation is a serious issue. Instead, the user will get frustrated with the program when it exhibits unexpected behaviour, and this is indeed unexpected. Especially if they were new to linux they might assume that there's something wrong with their setup or they made an error somewhere. I think we should aim at expected behaviour wherever possible, especially in core programs, and present a dialog box if this is something that can't be fixed without a significant amount of work. Still, I can't imagine the problem would be that difficult to solve fully.
