Public bug reported:

Most modern webcam and capture devices are V4L2 based, but gstreamer and
Ekiga both default to using V4L instead.  The V4L API isn't even
available in 2.6 kernels beyond 2.6.15, so it makes much more sense to
disable it by default.

Webcam capture applications that use gstreamer (such as ekiga) throw
errors otherwise.
