I am seeing 100% cpu usage as well, but it does not lag *as much* as described in bug #41798. And my computer is basically the same as that guy's (2.4ghz cpu, nvidia graphics card).
I mean, I see it is not 110%, perfectly fluid, but in the GIMP the stroke does follow my cursor pretty closely.
