If I create a new user and log in as that user for the first time, then
go to the Appearance capplet, the selected theme is "Custom".  If I
click the Customize button, the Controls are set to "Human-Murrine".  If
I switch the Controls to "Industrial", there's padding on the tooltip.
But not all of them have it - "Mist", for example, lacks padding.

If I cancel out of the Customize dialog and select the Human theme,
there is padding (the Human theme uses Human for the controls).  But
apparently Human isn't the theme that a first-time user gets.
