OK. Looks like it may be an issue caused by switching resolutions.

When I checked on my wife's login, behold- trash icon works as expected.

When I logged back in to my account, I caught a glimpse of an icon before the 
bottom panel loaded, VERY low on the screen, just the tip-top of the icon.
So...
I switched up from my native resolution of 1440x900 to 1600x1200 and sure 
enough, the trash icon was hidden off screen, well below the bottom Gnome Panel 
on the 1440x900 res.

Proposed Solution:
Disallow icons outside the visible desktop or under the panels.

This is probably not a gconf-editor bug, appears to be a Desktop Bug.

My desktop does work as expected now, so I'm a happy camper.
Should we open a new bug for this? I have a feeling I am not the only one to be 
bitten by this.

I am going to humbly mark this one as invalid myself and if you think a new bug 
report should be placed, assuming one hasn't been submitted already, I'll be 
happy to do so.
My apologies for wasting your time on this. I will check back for instruction.
