By design gnome-power-manager allows itself to have actions inhibited by
other programs.  So, for instance, your computer doesn't suspend while
you're watching a movie.  Rhythmbox and Banshee are using this feature,
for much of the same reason.  They both provide a way to disable if it
is not what you want.
