Renaming a file on the desktop seems to add an entry into the .desktop file. For example, Name[en_IE]=Gobbledygook
This will take effect if in the correct language. HOWEVER, it doesn't take effect if X-Ubuntu-Gettext-Domain is set... you can test by editing a .desktop file in ~/Desktop - removing the line X-Ubuntu-Gettext-Domain should allow renaming to occur.
