I just had similar problem. My town (Latvia -> Ventspils) isn't included in that timezone list, so I tried to set the latitude and longitude manually, but I muff them and after save weather was wrong. So I opened it for editing and corrected the data, but after save nothing changed. I tried to change it several times and even deleted the record and recreated it, but with no success. All fields are filled correctly - I tested that on another Ubuntu.
