Public bug reported:

Binary package hint: gnome-media

While attempting to get ANY sound to record on Ubuntu, I tried various
preferences using the Volume control.
Then went back and forth to the Gnome Sound Recorder to check my microphone.
Now I am in a state where after recording, the Recorder reports:

Failed to connect stream: Invalid argument

ONE: this is a terrible error message- I am a developer and I don't have a clue
how to undo this state.
TWO: Skype still works, so this is local to the Gnome APP

This is package: gnome-sound-recorder 2.22.0

PLEASE rationalize the sound stuff on Ubuntu! What a mess.
