The app in question is gdmsetup and it's been a bug since Feisty at least. I'm still experiencing it on 8.04 Desktop AMD64 on a clean install with all available updates except the proposed repo. The description matches that given in the initial post by seanh. Whether or not the Human theme has been fixed (shown in the png above), the gdmsetup problem described in the initial post remains.
