Probably the best thing would be to use a popup like vncviewer; in vncviewer, hitting F8 pops up a menu with the various settings, including an option to send F8. Furthermore, F8 is vncviewer's *only* keyboard shortcut, AFAIK.
A VNC client is a bit like a terminal app. Its job is to stay out of your way so you can forget it exists.
