No question this is a bug, one that should be addressed as urgent if not critical. Creation and modification dates, and other attributes have always been preserved in Linux copy and move, and to state otherwise is ridiculous. Changing this behavior is disasterous, and it did change from 7.10 to 8.04. The debating should stop, and the fixing begin.
