It is not an issue anymore. The Evince version bundled with Ubuntu Hardy Heron (the one I am currently using) does a smooth transition between pages, so the scroll bars are always controlled by the user. I had nearly forgotten this, but it has been fixed. You can close it whenever you wish, nice job. :)
