For those of you who suffer i have a workaround.

in the tab "Startup Programs" enter the program you like to start like this:

sleep 3 && /usr/bin/klipper 

and with amount of seconds you can force them to start in the order you would 
like to have them.

I use the above example to klipper after the notification area is started.
