Public bug reported:

Binary package hint: gnome-panel

This bug is from a new install of Ubuntu 8.04.1 with the 64-bit CD. On
the first account created, after selecting the Nvidia drivers and
rebooting the X server the Workspace switcher stop working correctly
when visual effects are active.

The problem is that there are two rows shown and only the top one is
active. Trying to change the number of rows only affects the top row
which is then subdivided. Before switching to nvidia drivers, the
workspace switcher worked correctly with multiple rows. It also works
correctly again without visual effects.

Users created after setting the Nvidia drivers are not affected by this
bug. As a side note I do not have brightside installed (nor did I have
ever installed it). This bug is very similar to some closed bugs, see
Bug #129152 and duplicates. The preferences dialog for workspace
switcher is also very different when visual effects are active.
