I tried to start with a new user and I had the same problem. I then enabled the 'Proposed' repository so that I could update to the latest version. That doesn't seem to have helped either. Does evolution store settings someplace other than at /home/username/.evolution? I've tried to delete my '.evolution' folder and it seems to put all of the old settings back just like they were, but I can't figure out where it is pulling from. I've given up on repairing it. I thought I'd just start over but I can't even do that. I tried to purge evolution from my computer but it held some settings somewhere that I can't find.
