Using Ubuntu 7.10

To reproduce:
1. Set CPU frequency scaling mode to anything other than Ondemand (or to any 
specified speed)
2. Go to System->Preferences->Power Management
3. Check frequency scaling: it is now set to Ondemand (for all CPUs if there 
are multiple)

Expected behavior:
Scaling frequency or mode should not be changed simply be opening the power 
management dialog box.

There are related bugs describing this problem occurring on resume after
suspend or after changing power sources, but this may be distinct.
