As I wrote in duplicate bug #256849, I think one solution would be for gnome-session to ship a desktop file for its gnome-wm command, and then use "gnome-wm" in the gconf keys. This would make it work like in Hardy, where gnome-wm was default. The main thing that changed is the use of a desktop file instead of a command, AFAICS.
