I have also just noticed this bug in Hardy Heron.

With Evolution closed, I create new IMAP folders (using Thunderbird,
which I then close).

Afterwards, when I open Evolution for the first time the folders are not
there in the sidebar. Refreshing any of the visible folders or
sending/receiving mail does not make a difference.

Once I close the program and then open Evolution a second time the
folders are there.

Notes on subscriptions:
Whether or not "show only subscribed folders" is ticked makes no difference, 
the new folders still do not show up in the sidebar.
However in the folder subscriptions window any the new folders are listed (and 
ticked!) even if this is the first time I have opened Evolution since creating 
the folder and therefore it is not visible in the side pane.
