In trying to discover what causes the problem I discovered that when the application is pulled 2/3 the way onto the right panel (panel0) the window list will display the icon for the open application (firefox or whatever application is open) if I move it to the left screen it display in the left screen window list. If I move it all the way into the right screen it will no longer display on the right screen window list. There appears to be a threshold for it to show where it must be over 1/2 way on to the right screen but less than 100% on the right screen.
