Have you changed your /etc/sound/events/gnome-2.soundlist? returning TRUE will lead to have gnome_triggers_vdo called for "gnome-2 login" which plays the sound defined by /etc/sound/events/gnome-2.soundlist on my box. I've done a small example calling gnome_triggers_vdo and the sound is played too.
