There doesn't seem to be a kubuntu-artwork package that would do it.

Definitely you need "more sophisticated dependencies for firefox".  As
long as the *ubuntu-desktop packages continue to state: "It is safe to
remove this package if some of the desktop system packages are not
desired.", packages must not assume those packages are installed.  I
filed that bug against the kubuntu-desktop package over a year ago...
(where I think it ended up in the bit-bucket because I used reportbug).

And, again, if the file isn't present, it doesn't mean Firefox doesn't
work - it just nags.  So, it _should_ be alright to remove kubuntu-docs,
or ubuntu-artwork, and the desktop package, and Firefox should just
ignore the page if it's missing (and another home page is set anyway).
