Public bug reported:

(Ubuntu 8.10 amd64 uptodate, gnome desktop - no effects)

By default some windows are ninjas - on creation they are immediately
hidden under other windows, which makes it really confusing.

Example:
start kwalletmanger, click to open a wallet.

The dialog box will open to confirm access (allow / deny / allow once etc)
this window is hidden totally, only indication is new entry in applications
list, which by default is not very visible in Gnome.

This all is quite confusing for users.

Other example is kdewallet password input box, that pops below kmail
program that tries to access kwallet.

Solution: new windows should be usually visible (placed on top)

** Affects: meta-gnome2 (Ubuntu)
     Importance: Undecided
         Status: New
