For the record, g-p-m and g-v-m has been changed to use check-
foreground-console now, so they work around this bug and do not
interfere with peer instances any more. This doesn't prevent a process
of a nonactive user from messing with power management, though. But I'm
afraid this hack has to do for Dapper.
