Errr this a 'waggle the wires - check the plug is on' type of answer, so i apologise for it in advance but i noticed that the language is set to en-US. Has language support for Chinese also been enabled? Check from the 'System' menu - Administration - Language Support. You probably set this already but maybe it got unset somehow.
