We are all thinking the same thing - I wrote something over at http://ubuntuforums.org/showthread.php?t=1022061 that is working towards a consistent 'minimize to tray' functionality. We can bypass the issue of adding a fourth button by using context menus instead. I think the best way to get started is to develop or rewrite AllTray, which always gets mentioned whenever people talk about this issue.
