Same here on:
- Ubuntu 9.04 alpha 5 32 bit on vmplayer (gdm "boots" to almost default gnome
desktop)
apt-cache policy gdm
gdm:
  Zainstalowana: 2.20.8-0ubuntu10
  KandydujÄ…ca: 2.20.8-0ubuntu10
  Tabela wersji:
 *** 2.20.8-0ubuntu10 0
        500 http://pl.archive.ubuntu.com jaunty/main Packages
        100 /var/lib/dpkg/status
-Ubuntu 8.10 64bit (native on c2d e4...@2.2ghz, gdm "boots" to not so default
KDE4.2 desktop )
apt-cache policy gdm
gdm:
  Zainstalowana: 2.20.8-0ubuntu3
   KandydujÄ…ca: 2.20.8-0ubuntu3
  Tabela wersji:
 *** 2.20.8-0ubuntu3 0
        500 http://pl.archive.ubuntu.com intrepid/main Packages
        100 /var/lib/dpkg/status

I guess that time before boot is counted just after gdm start, but counter
starts when gdm is fully loaded.
I can send you my virtual machine image if you want;). This bug don't bother
me, but if you need to test fix somewhere I will try to help(VMs are good for
experiments, even broken gdm can't hurt:)
