I am having the same problem accessing documentations as mentioned about. 
Also running Ubuntu 8.10 Intrepid (32-bit) and Yelp 2.24.0

In the mean time, I am using Debian Doc-Central hosted at
http://localhost/dc to access those documentation, and I noticed the
following:

+ Yelp's search index appears to include all of the docs displayed in DC
+ DC does not include all the documentation from Yelp
+ Information available only in Yelp is always readable
+ Information available on both Yelp and DC will trigger the "Could not read 
file" dialog in Yelp

At first I was wondering if the two could possibly be related but
disabling Apache2 does not change the behavior so I guess it's just a
coincidence then.

Hopefully you guys will figure this out soon!
