@Sebastian Bacher: could you point to those other bugs please. Thanks. I'm reopening this because the greyed-out option makes it appear as if creating a symlink was not possible. My proposal for an alternate implementation would be to change it into "Make Link ..." with an ellipsis, and open a Save As ... dialog for the user to indicate where to place the symlink.
(I cannot like or condone the WIndows way of doing this, which is to place it on the desktop when it cannot be created where you wanted it.
