I rechecked this today and confirmed the bug still has not been fixed - although, it has changed slightly.
Evolution 2.24.3 Ubuntu 8.10 2.6.27-11-generic Evo now gives an error message and does not allow the creation of folders larger than 2GB. Error Msg: "Cannot append message to mbox file: /home/user/.evolution/mail/local/mail.sbd/2Gtest: File too large" When you reach this point, you have to manually make a new folder and a filter setting to route incoming mail there.
