Martin, I don't know what version of the FUSA that you are using, but it has had Policykit support for some time now in Jaunty, so you can shut down when multiple users are logged in just like you can when using the old session dialog (System -> Shut Down). I'm not sure why you see the issue that you describe. That has been fixed for ages.
