I'm experiencing it as well. When the applet is inactive, there is no icon to indicate position, or that it's even on. When moving the window list panel application around, it will run up against it and compresses the window list icons - as they should and do when running into any other panel applet. The only problem is that there is nothing viewable where the applet is located.
