Sebastien, I went to the Accessibility dialog and un-checked "Enable assistive technologies" and closed the dialog. Afterwards, my gnome-panel did seem to stop freezing.
I then went and re-checked the "Enable assistive technologies" checkbox, and gnome-panel continued to work properly, and I haven't seen any freezes since despite checking and unchecking this box a couple more times.
