I get that same error with that link (on Ubuntu Dapper), but at other times I just don't seem to have a suitable codec.
For instance, this link http://mfile.akamai.com/12800/rm/mitworld.download.akamai.com/12800/mitw-sloan-dils-brown-ideo-16mar2006-56k.ram gives me a "You do not have a decoder installed to handle this file. You might need to install the necessary plugins." error dialog.
