It was reproducible, but I reinstalled Karmic earlier today - if I see
it again, after I do all the updates, I will continue to report.

Basically though, I did nothing -- just did an safe-upgrade, rebooted,
and I could not enable desktop effects any more.

It persisted between reboots, but compiz --replace worked to bring
desktop effects back, so it seemed to be a gnome-appearance-settings
bug.
