Thank you for bringing this bug to our attention. Unfortunately a paper
cut should be a small usability issue that affects many people and is
quick and easy to fix.

First of all, setting emblems in *not* a daily process for an average user. 
Therefore Adding emblems item to the context menus is therefore just an 
overload of the context menu , which *should * only contain actions which are 
used very frequently.

Also,  Emblems are available in the side pane, from where the emblems can be 
easily dragged and dropped on to content. 
So there is no need for unnecessary duplication of the action in context menus 
or anywhere else. When side pane presents a fairly easy method to add emblems, 
There are No usability problems here.Hence not a papercut.

A paper cut is a minor usability annoyance that an average user would
encounter on his/her first day of using a new installation of Ubuntu
9.10.
