Well, the backends should not be started on boot, since they should start automatically when needed. Could you attach here your /var/log/syslog, /var/log/auth.log and /var/log/messages after having tried to run the users config tool (without starting it manually as in the previous post)?
Also, the output of 'apt-cache policy system-tools-backends gnome- system-tools' would be useful. Doesn't running 'users-admin' from a console print any error message?
