OS: Ubuntu 9.10 64bit, updated from 9.04

I've just updated and discovered that one has to choose between two-
finger and edge scrolling. This is quite a disappointment, since I've
been using both extensively in Jaunty.

Someone created a corresponding brainstorm idea:
http://brainstorm.ubuntu.com/idea/21653/

The gconf entry (desktop > gnome > peripherals > touchpad > scroll_method)
seems to override anything like the following in
/etc/hal/fdi/policy/touchpad.fdi
  <merge key="input.x11_options.VertEdgeScroll" type="string">true</merge>
  <merge key="input.x11_options.HorizEdgeScroll" type="string">false</merge>
  <merge key="input.x11_options.VertTwoFingerScroll" type="string">true</merge>
  <merge key="input.x11_options.HorizTwoFingerScroll" type="string">true</merge>

Is there a way to bypass the gconf setting or make it stop overriding
the fdi settings?
