Public bug reported: Binary package hint: gnome-power-manager
The "On Battery Power" settings tab is never shown in the Power Management tool, regardless of whether or not it's on AC or battery power. The computer can correctly tell when it's been unplugged (and gives an estimate of battery life), so it's not an issue of not seeing the battery. This is in Karmic, on an Acer Aspire 6930.
