I did have the screen saver working at one stage in xubuntu 9.10

I can't remember what I had installed, But you could try this:
http://goodies.xfce.org/projects/panel-plugins/xfce4-xfapplet-plugin
And ensure the gnome services under advanced of xfce services.

The alternate to using "Gnome-Screensaver" is to remove it
and install XScreensaver instead. (Uses the same data files).

XScreensaver is probably (imho) a better choice for xubuntu.
