There are many threads about this very problem - If you go to your system's help and support menu and type in libdvdcss2, you will see instructions and links for installing the restricted packages that will allow Totem to read encrypted DVDs, but which do not come by default and must be installed. If your help menu isn't exactly like mine, check out Bug report #137527. Good luck.
