I have changed the values in /etc/login.defs to the ones you proposed (UID_MIN to 1000 and UID_MAX to 60000) and now it seems to work fine. It still would be interesting, what messed up with these settings (which in my case could only be the users-admin-tool itself or the upgrade which were the only two things i did after the installation), but for my part I am now happy and content.
