Of course it does :-) The page describes a papercut as "a trivially fixable usability bug that the average user would encounter in default installation of Ubuntu or Kubuntu Desktop Edition" and I am sure that most users will have had their mouse on a folder in the tree view and then could not copy it using CTRL-C.
