Rolf, Ubuntu binaries are not ready for an embedded use case where the space saving issue would really make a difference. However we do care to have support for Thai out of the box -- especially if it's so cheap in terms of space to get.
I think a bettter argument against the libthai dep is the recent security issue; I argued the case in the Debian bug report. I still believe it's wishlist and this is the tree hiding the forest; you wouldn't had noticed if the code was maintained in pango itself (as it is for other languages), and I believe using a separate library is actually a good thing (as the security update shows -- we didn't have to roll an update of pango and other embedded code copies, updating libthai was enough).
